450 to ride British classic bikes - The Star

IT will be a trip down memory lane in more ways than one when a group of 450 riders of British-made motorcycles converge on Ipoh for the Malaysia International Classic Bike Festival.
The bikers will ride both pre-war and post-war machines to visit heritage buildings like the Ipoh Railway Station and Kellie’s Castle and the tin dredge in Batu Gajah.

The three-day festival, beginning May 2, will be held for the first time in Perak.

Ipoh British Classic Bikers’ Club deputy president Azman Omm said it was the seventh time the club was organising the annual event with last year’s ride held in Klang.

“We expect local and foreign bikers to take part in this year’s event which we hope will help promote tourism in the state,” he added.

Azman said among the classic bikes that would be used for the gathering at Dataran Ipoh for the festival were Norton, BMW, Triumph and a 1908 Sunbeam.

He said three women bikers had already signed up for the event and the oldest participant would be an 86-year-old teacher.

Perak Mentri Besar Datuk Seri Mohammad Nizar Jamaluddin, who was present at the press briefing yesterday, said the state would be funding RM70,000 for the event.

Celebrate Mother’s Day with Mawi - The Star

Reopen office at market, council urged - The Star

IPOH central market traders are appealing to the Ipoh City Council to reopen its office at the market to make it convenient for traders to make payments.

Their spokesman Chan Kok Kee said the office was closed down following the closure of Super Kinta Supermarket a few years ago.

With the closure of the office, the traders had no choice but to go the council to make payments for licences, rental and utility bills.

“This is inconvenient to the traders as they have to stop trading for a while to settle their bills. Sometimes it is difficult to find parking lots at the council premises,” he said after handing over a memorandum on the matter to Perak MCA Youth chief Datuk Tan Chin Meng yesterday.

Chan noted that the traders had highlighted the matter to the council but did not get a response.
Market traders, he added, were also hopeful that an anchor tenant could be found soon to replace the Super Kinta Supermarket.

“The ongoing market refurbishment had helped boost business at the market. But we hope an anchor tenant can be found soon to further revitalise the market,” he said.

The project is funded by the Local Government and Housing Ministry, the state government and Ipoh City Council.

‘Green the city to boost trade’ - The Star

IPOH: Perak exco member Datuk Chang Ko Youn is pushing to add more green to the city, which he believes will help boost the businesses of traders here.

For a start, Chang said the city's two main roads - Jalan Sultan Idris Shah (formerly Jalan Brewster) and Jalan Sultan Iskandar (formerly Jalan Hugh Low) - should be lined with large, shady trees.

"Scrap one lane from these streets and turn them into four-lane roads instead of five.

"The extra space can be used to plant rows of beautiful trees so that people can actually walk along the pathway and shop, even during the daytime," he told reporters after attending a prize-giving ceremony of the national-level annual Orchid Competition and Year-End Mega Sales 2007 at the Ipoh City Council here on Sunday.

The added greenery, he said, would also help lower the temperature in the city thus making it more pleasant for shoppers to stroll about the five-footways.

Chang, who is state Urban and Local Government Committee chairman, said that he had proposed this to several businessmen two years back but they had not been agreeable.
"The state government will not want to do something like this unless these businessmen are for it.

"However, the feedback I got from some of them was that they feared scrapping one lane from these roads would worsen the traffic jams in the city," he said.

Chang disagreed with this however, saying that traffic jams were merely short-term problems.
"In the long-term, businesses along these two main streets will boom because people will tend to slow down and look at what these shops have to offer.

"After all, city centres are not meant to be sped through," he said.

He added that he had proposed the idea to members of the Perak Chinese Chamber of Commerce and Industry but they had yet to give their feedback.

Ipoh losing its shine - The Star

YEARS ago, Ipoh was a pleasant place to live in. But over the years, the city scenery has been on the decline and it now appears lawless and dirty.

The streets in the city centre are littered with discarded parking coupons.

The residential areas are seldom cleaned and there are garden refuse and discarded furniture dumped along roadsides.

City Hall seems unable to cope.

Food outlets are flouting the law by putting chairs and tables across walkways, parking bays and roads. City Hall seems unable to contain their illegal activities.

In addition, there is now an almost invincible and odourless danger hovering over a large part of this city that may affect public health.

The source of this danger are the twin silos of the cement factory in Tasek Industrial Estate, now a prominent city landmark.

Residents had opposed the setting up of the factory when it was first proposed because of the environmental pollution it would cause.

But the Ipoh City Council pushed through the approval despite the strong objections. People living near the factory began to suffer the effects after the factory began production.

Now that the factory exists, the authorities are failing in their duties to minimise the danger to public health.

Ipoh is now “proudly” the only city having a cement factory with twin silos.

Residents want to know whether an environment impact assessment was conducted before approval was given.

It appears that the decision makers have failed to consider the long term damage the factory is causing especially to the population living within a four kilometre radius of it.

A large amount of dust is produced at all stages in making cement until it is bagged.
The dust nuisance is getting so bad that I have to vacuum the house once weekly.
The amount of dust collected is quite scary.

It is unlikely the factory will be relocated after its owner has invested millions of ringgit in it. We also cannot rely on the government agencies that has allowed this dust-spewing monster to be created to conduct strict and regular surveillance.

On another note, residents along Jalan Kuala Kangsar have to put up with the police shooting range.

Almost every morning, shooting practice takes place in Padang Tembak for hours.
The loud noise disturbs senior citizens and babies.

It is quite difficult to sleep or take a nap. Students of the religious school and residents of the two police flats located less than 100m away are also affected.

Revamp of local councils sought

A non-governmental organisation sees the formation of the new tripartite state government as the perfect opportunity to have a re-look at the appointment and function of local councillors.

Ipoh City Watch, an NGO based here, is organising a public forum on April 20 to discuss ways of restructuring the local councils. Ipoh City Watch deputy president Lt-Col (R) Fathol Zaman Bukhari said guest speakers, including retired academician and former Penang municipal councillor Dr Goh Ban Lee, have been invited.

Fathol said the forum was also an opportunity for rate payers to give their input. "Our view is that local councillors should not be passive representatives of the people as they are under the current system.

"Their positions should not be reduced to that of robotic rubber stamps."We would love to have representatives from the various professional bodies so that the forum could come out with strong recommendations for the new state government," Fathol said.

The matter of representation of NGOs as local councillors was also raised during Ipoh City Watch's annual general meeting yesterday.

Ipoh City Watch president Chan Kok sun said it was important for local councils to remain apolitical in order to maintain their credibility in voicing out the concerns of residents.

Find other ways to reward people, says Ipoh City Watch

The state government should consider other ways of rewarding the people rather than waiving summonses and compound notices, a local council watchdog said.

Ipoh City Watch president Chan Kok Sun said the waiver, announced for all councils by Mentri Besar Mohammad Nizar Jamaluddin on Monday, may send the wrong message to the people in the state.

“This may provide some kind of financial relief to the defaulters and perhaps this may be the intention of the new state administration, to reward voters.

“But we feel this waiver may set an unhealthy precedent for the state or other councils,” he said in a statement released yesterday.

Chan noted that the move was unfair to many people, pointing out that the summonses and fines had rightly been issued for offences committed.

“The honest pay the fines while those who delayed payment got the exemption – that is not right.

“The intention of the new Mentri Besar may be noble. But the state leader has the responsibility of avoiding making decisions which send wrong signals to the people,” he said.

On Monday, Mohammad Nizar announced the “one-time arrangement” to thank people for supporting the DAP-PKR-PAS coalition and to help reduce their burden.

The waiver was for all unsettled compound notices involving traffic and hawking offences issued until March 17.

Mohammad Nizar, however, reminded the people to abide by the rules after this, adding that this was a not a move to encourage wrongdoing.

Include federation members in council - The Star

THE Perak Government has been urged to include members of the Federation of Hawkers and Petty Traders Associations of Malaysia as local councillors.

Its vice-president Lee Teong Chwee said members of the federation were keen on playing direct and active roles to help the state government in its administration.

“We hope to be given the chance to voice out the needs and problems of our members.
“We believe our members are also able to assist the state government in the formulation of policies concerning hawkers and petty traders,” Lee said during a courtesy call on Mentri Besar Datuk Seri Mohamad Nizar Jamaluddin in Ipoh on Tuesday.

He, however, noted that the state government should set up a tra-ders’ information unit at each local council if it was not appointing its members as councillors.

“It would serve as a platform to raise and discuss our pro- blems with the local councils,” he added.

Welcoming the suggestions, Nizar said the state government was set on appointing one-third of its councillors from non-political parties and it would be done in phases.

Earlier, federation president Datuk Ghai Soo Ming urged the state government to disallow the privatisation of markets without first consulting the traders.

“If traders are willing to run the market, why not let them do it because they have more experience in the matter?

“Many times, firms that take over the running of markets do not know much about the business and are only interested in making huge profits, charging up to RM50,000 per lot.

“Market traders are poor people and cannot afford to pay high rentals. If we had so much money, we wouldn’t have to work in the markets anymore,” he said.

Ipoh City's remaining 12 BN councillors expected to quit soon - NST

The remaining 12 councillors in the Ipoh City Council are expected to send in their resignation letters in the near future. These councillors, from Umno, MIC and PPP, attended the first full board meeting of the council to be held since the March 8 general election, barely making the quorum.

To hold the meeting, at least half of the 24 councillors, which includes the mayor, have to be present.The council’s club president, Datuk Mohd Raduan Mohd Kassim, who attended the meeting, announced that the remaining councillors would be quitting their post.

The other 11 councillors are from MCA and Gerakan. Those from MCA have tendered their resignations while those from Gerakan are also believed to have resigned."Some will ask us why we are still attending the meeting. We feel we should fulfill our obligations and not burden others. We don't want to run away without completing our duties," said Mohd Raduan told reporters after the meeting,

Datuk Bandar Ipoh Datuk Mohamd Rafiai Mokhtar said the mass resignations would not affect the core business of the council, as services such as rubbish collection, would still continue.

Development plans would continue to be implemented as the council's annual budget was already approved, he said, adding that sub-committee meetings would go on as long as the resignation letters had yet to take effect.However, he said the council would not be able to approve new policies, pending new appointments by the state government.

The councillors said they had not received any official instruction from the state Barisan Nasional leadership and were acting on their own accord.

Thirteen councillors resign from Ipoh City Council - The Star

Thirteen Ipoh City Council (DBI) councillors appointed by the previous Barisan Nasional administration are calling it quits.

They comprise eight councillors from Umno, three from the People's Progressive Party (PPP) and two from MIC.

The 13 councillors are the last out of the council's 22 to announce their resignation after nine MCA and Gerakan councillors earlier submitted their resignation letters.

Council whip Datuk Raduan Mohd Kassim said the resignation letters of the 13 would be submitted as soon as all "loose ends" had been tied up.

"Being responsible people, we must ensure everything is in order before passing it over to the next person," he told reporters Thursday after the council's full board meeting.

However when asked when the letters would be submitted, Raduan said: "We will let you know later."

MIC councillor K. Rajakumar said the resignation letters of MIC councillors had been submitted to party president Datuk Seri S. Samy Vellu recently.

"It is up to our party president when he wants to submit the letters," he said.

PPP councillor N. Vijay Chandran said the resignation letters of the party's councillors would be submitted together with those of the Umno councillors'.

"We are just following the instructions of state Barisan chief Datuk Seri Mohammad Tajol Rosli to resign as a matter of principle," he said.

Earlier, Datuk Bandar Datuk Mohamad Rafiai Moktar said the monthly full board meeting would still go on next month if there was quorum.

"If there is no (quorum), it will then be postponed," he said, adding that quorum for the meeting was 12.

Asked whether the resignation of the councillors would affect the council's services, Mohamad Rafiai said the councillors are still grassroots leaders.

"They can still forward their complaints to us," he said.

Ipoh council to go ahead with meeting - The Star

The City Council will go ahead with its full board meeting tomorrow despite claims by Barisan Nasional councillors that they have quit their posts.

Datuk Bandar Datuk Mohamad Rafiai Moktar said the meeting would go on as scheduled at 10am unless the required quorum was not met.

“At least half the board needs to be present,” he told reporters after presenting lucky draw prizes to assessment ratepayers here yesterday.

The full board consists of 22 appointed councillors, a state government representative and the Datuk Bandar.

Despite claims from parties within the Barisan that their representatives had already quit as councillors, Mohamad Rafiai said he had, to date, only received the resignation letters of six MCA councillors.

It had been reported that councillors from MCA and Gerakan had quit while those from Umno had been urged to do the same “as a matter of principle”.

Of the 22 councillors, eight are from Umno, three each from the People’s Progressive Party (PPP) and Gerakan, and two from MIC. The six MCA members had already resigned.

On their allowances, Mohamad Rafiai said councillors had been paid till the end of March, adding that those who quit would no longer be getting them.

Education, Local Government, Housing and Public Transport Committee chairman Nga Kor Ming said that with the exception of the 95 MCA councillors (including at district levels) who had already resigned, the other Barisan councillors have until Friday to inform the state of their decision.

Perak sets up committee to tackle dust - The Star

The Perak Government has set up a special committee to come up with remedial steps to solve the age-old dust problem plaguing residents in Tasek here, allegedly caused by a nearby cement factory.

State Health, Environment and Human Resources Committee chairman A. Sivanesan said that the committee would comprise representatives from all parties - the company, residents, the Perak Department of Environment (DOE), Health Department, the Consumers Association and two state assemblymen (Kepayang assemblyman Loke Chee Yan and Bercham assemblyman Sum Cheok Leng).

"This is the first time such a committee is being set up, despite the fact that the problem has been going on for years," he told reporters Wednesday after an hour-long dialogue with the various parties at the factory in the Tasek Industrial Park here.

Sivanesan said that the committee would come up with possible preventive measures to be taken in order to formulate a win-win action plan.

"We do not want to put these factory employees out of a job so closing it down would be the last option. We will not do it.

"After all, this is a RM1bil investment and the factory has been here since 1964," he said.

During the dialogue earlier, Sivanesan said the company's representatives had claimed that they had already set up three monitoring centres at Taman Kinta, Taman Wah Keong and Taman Permai to check the level of dust emissions at ground level.

"The permissible level of dust emission is 100 micrograms while according to tests, the level here is up to 300 micrograms," he said, adding that the dust contained components such as arsenic, cadmium, lead, mercury, copper, zinc, chromium, and dioxin.

"The company also claims that it had spent RM3.89mil on maintenance works and have two vacuum road sweepers out on regular duties on the road," he said.

Sivanesan added that the company informed him that it had always been in full compliance with the laws under the DOE.

The company, he said, also claimed that it was not liable for the pollution, which could have resulted from other surrounding factories.

"On the part of the DOE, its officers said they conduct periodic checks and had last year compounded the company RM2,000 under the Environmental Quality Act 1971 for failure to comply," he said.

"The DOE had also received six similar complaints from residents between April 3 and 16 this year," he said.

Sivanesan said that he would chair the committee's first meeting at 10am at the State Secretariat building here next Tuesday.

Probe land deal, says Ipoh Timur MCA man - The Star

The MCA must set up a panel to investigate the land deal involving the Ipoh Timur division chief and a soya sauce factory at Pasir Pinji here, a committee member of the division said.

Calling for the probe to be conducted within 14 days, Ipoh Timur MCA division committee member Andy Low Kim Piau said the supposed transaction had tarnished the party's image.

"I am giving the party 14 days to investigate the matter. Failing which, I reserve my right to lodge and police and ACA (Anti-Corruption Agency) report," Low said at a press conference Wednesday.

Low said an inquiry should be held because it was in line with the call by MCA president Datuk Seri Ong Ka Ting for a healthy political culture in the party.

It had been reported recently that the state government had stopped the transfer of land title to the division after receiving reports over the matter.

A soya sauce factory that has been operating since 1953 is located on the plot of land.
